try lacrosse balls.  They're 2.5 " or slightly less in diameter, hard rubber, pretty round and about $2 apiece.

I've used tennis balls filled with concrete for same thing, and you can get the balls free, good used cond. from some clubs.  Somehow they don't all turn out same size so the "too bigs" have to be discarded.

Tennis balls can also be used as a mold,

I was casting concrete and also plaster of paris balls inside tennis balls

for one of my bronze mortars.
