Black Powder VS Smokeless long range shooting

I have a friend who has a relative that shoots long range (I am guessing 1000 yd or so with a 45/70) and this relative claims that he gets more consistent loads with BP than with smokeless.  Knowing nothing on the subject (with my eyes everything blurs after about 100 yards) is there something to this or is this just more of his bovine  compost?

All the reports I've read show the SD of muzzle velocities to be extremely consistent.

There are some caveats;
- The ammo must be loaded with extreme care by an experienced shooter in a round designed for black powder.
- Before the consistency can be successfully applied to a long range target, the precise range, muzzle velocity, ballistic coefficient of the bullet, wind drift, and a number of other variables must be accounted for.
