Interarms/Rossi M59 .22 Mag pump won't eject spent casings

Pump won't (85% of the time) eject spent casing.  It will eject unfired rounds as fast as you can work the action.  Shooting CCI MaxiMag 50 gr.  Any suggestions as to a cure?
