PA calls shot and targets as solid waste

There are clubs in PA that have been notified by the DER that they are in violation of a law that bans dumping solid waste on the surface. This is a situation that has closed clubs down. I think we need to be pro-active on this and make sure we have a plan in place to deal with it. I do not know if biodegradable targets are part of an answer. Does anyone have any info on this? There are some federal cases where the courts have ruled that the discharge of fireamrs and the resulting bullets on land are not "Discharges" under the enviornmental laws. You also have to have some really acidic rainfall to get lead to leach out enough to cause a groundwater problem. The clubs need to get a very good environmental attorney. They can also re-design their firing ranges to collect spent lead for recylcing.

I think that the issue here is money. Most clubs can not afford to fight a fight like that. Even with the funding 7H is closed down permanently, and this was one of the foremost clubs in the state. It is a very real danger in PA and perhaps the clubs need to band together to pool thier resources to fight this situation. Shotgunner
