bear permits. Cant figure this out!

I went 5 years without drawing one and then got one this year for the second year in a row! Just doesnt make much sense to me.

You really expeced anything from the DNR to make sense??????

filling them isnt a problem around here. Its much easier to find a nice bear then a nice buck in this area! I have shot bear right off my back porch.
