I don't think whatever his specifics are really matter.  It says what it means and means what it says.  Apply it to your specifics to see where we're headed.

A general disconnect between the two social classes I assume. I wasn't picking a fight, I just couldn't figure out what the post meant when I first read it. I was distracted by the terms "the rulers and the people" and the thought that all governments degenerate even if they don't degenerate into "tyranny". eddie

The intention was just to show that the original intent of the constitution's framers was that the rulers would be subject to the same laws they made.  If our representative bodies did this, it would no doubt change many things for the better.
