sealing cow horn mugs and canteens

I'm in the process of making a couple of drinking cups and a canteen from raw ,cleaned,cowhorn and raw,dry wood[apple,cherry,pear, poplar]. I realize I can seal the horn/wood junction[and the horn interior] with beeswax. Are there other food ,and alcohol , SAFE adhesives or sealers,that are more permanent? Incidentally, I'll also secure the plugs with small brass tacks.
