I can not answer your question.  Copper or stainless might work.  My purpose for answering your post is to make certain that you need to shim.  Are you certain you are using the proper bases?  If they are two piece, have your tried reversing them?  What rifle are you using and what base are you using?

Chucky,

I totally agree with Tim, but if you had to do it, you could probably make some shims out of aluminum soda or beer cans. That seems to be what many folks use in a pinch. Be careful though, not to bend the tube of the scope.

The wrong base or rings or not seating them right is most likely the problem, but:
You can put the front ring cap on and leave the back cap off, then put back cap on on and leave the front cap off. If either way you end up with the cross hair on close enough to zero and the other end of the scope floating above the base you can put a little bedding between the scope and the base, let it cure then see if it works capped down. (If you are lucky.)

I have never had the problem before; however, I put a Ken Light Silhouette riser mount on and put a Burris .015 shim under the front, back, reversed the rings (Warne). Tried about every combination and can't get it too work. .015 is too much shim. My guess is that I need about .005 and thanks for the support.

For shims, go to a machine shop or good auto parts store, they should have brass shim material in .002" increments or less.

I just ran across the same problem with a Nikon monarch 6.5 x 20 with target turrets.  Same rings as my Docter 3x9 with no problems, but had to adjust it all the way up to get my bear loads sighted in. ??

I can use it the way it is for any shot I'll take on a bear, but it did make me wonder why it happened.

These are by far the best way to shim a scope i had one that was about 20 inches low at 50 yards and a set of these and i was able to put in in the bullseye without adjusting my scope

I got burris shims from Midway, too thick. I got it done with the thinnest paper I could find. I actually had to select the thinnest paper I could find.

Someone suggested this earlier and it is what I've used with success.  Aluminum cut from the side of a soft drink or beer can.  Thin and easy to cut/trim.

Buy a set of feeler gauges and just cut up the one that works best.  Burris Signature rings are really the way to go, there is nothing like them on the market and they are some of the strongest rings you can buy.  Remember if shimming, you can only shim up, so only shim in the bottom half of the ring or on top of the scope rail if it is a Weaver type mount.  You can also shim a little under a standard rear scope base if it is held on by side screws.  Larry
