HI,

I think that the initial effort is to stop the scale from forming from the start.  The problem is that this requires a sealed environment for the jackets while in the oven and some type of non-oxygen gas purging like nitrogen or helium.  You did not say if you are annealing 22 rimfire cases for jackets or are you using other materials.

I annealed about  500 copper jackets within the past month and have started soaking the finished bullets in lemon juice for about 5-10 minutes. (As far as the lemon juice is concerned, you don't have to use much, just use your fingers to stur the bullets about every 2 minutes keeping them moist.)  This is after I wash the swaging lub off with warm water, '409' cleaner and dish washing detergent. After the bullets are removed from the lemon juice and then dried, they are tumbled in corn cob media for 2 hours. I've been using various methods to clean jackets for over 10 years and this is the best I've found yet.
