 Is there a way to change it into a carbine barrel legally?............install a brake?

If you PERMANENTLY install a brake that makes it at least 16 inches long, you can use it as a carbine barrel.  A brake, such as T/Cs muzzle tamer might do it.  If you have screw holes on the muzzle end that aren't covered by the brake, it may look a bit weird though.

Take some measurements of the distance of the screw holes to the muzzle end, etc. and then call T/C; they'll tell you if it's feasible.
