This is a wildly complicated issue and I have absolutely no idea where or how you would get started. Wild-eyed crazy talk aside, I suspect this is a dead issue, but I could be wrong.
When a majority conservative Supreme Court refuses to hear the case (and it takes 4 to hear a case meaning Alito, Scalia, Thomas, and Roberts could force a hearing) I would guess you've reached the end of the road.
