Double D, Amen to your customs advice.  I imported a bronze cannon from England ( won on e-bay no less - see the other thread to see a pic).  I spent  a whole day, 9:30 AM to 4:00PM,  trying to convince the Customs officer that the cannon needed no license and was not a "WEAPON" or "FIREARM" as classiied by ATF regs.  I finally had to get it in writing from the ATF office with jurisdiction over that part of the code. 

 What frosted by cookies... the Customs agent told me he fired BP rifles! He knew it was not a weapon or firearm.   Talk about CYA.

Exactly, CYA.

Write the letter and get in writting from ATF first---your CYA

The Customs Officer gets a copy of the letter and attachs it to the import documents and notes the letters presence and authority in the computer data base....he has then CYA'd for himself.   

Don't be frosted at that Customs Officer.  When I retired the use of descrection was frowned on.   If you could not point to the statuatory authority to do something, and some one up the chain of command thought contrary, you didn't do anything.  Even if you knew better.  You better CYA in everything you do!

I could go on all day about what goes on and why...but I am retired now.
