This is a wise idea for the North Koreans. When they "negotiated" with the Bush administration they got a lot of money in concessions. Now that there is a new president, it's time to "negotiate" again.  Moola! Moola!

 "T a l k"   that is exactly what it is and it won't go beyond that with probably NK getting something out of it.
