Listening to the radio today BHO said "progress comes in fits and starts". WTH does that mean? I have never heard that saying before.

Is this some kinda Ebonics talk or some liberal scum language?
99% of all Lawyers give the other 1% a bad name. What I find hilarious about this is they are such an arrogant bunch, that they all think they are in the 1%.

It's a regionial idiomatic phrase that means erratically and incrementally.

Fits and starts is a common phrase around here, and it is not urban or common with minorities.  I generally means something with irregular and tumultuous progress.

I'll accept that definition. HOWEVER! Every time Obama starts, I have a fit. So it seems the saying is backwards. At least for me. ;D
