I think they have been inspecting them for 20 years---I know they have been allowed flyovers and Inspection tours. They have done this by agreement and we have done theirs also.
Makes sense if you are in the business of making sure your advisary is not cheating.

We and they have been inspecting each other's chemical stockpiles for a huge number of years and while I'm not sure of it I think at least some limited inspection of each other's nukes has also been taking place. It's not a technology swap it's to jointly make sure we are both living up to our promises to each other regarding WMD.

The Russians have been inspecting US nuke sites since the Reagan administration.  The US has been inspecting Russian nuke sites for the same period of time.  The START Treaty expires soon:  Both the US and Russia want to renew it.

While much said above is true in regards to the United States and Russia allowing spys to inspect each others' defensive and offensive military might, I sincerely doubt the Russians are playing fair, but I do believe that although our defensive and offensive folks are also cheating, I also believe that Obama is far willing to give more away in the way of secrets than any other president in history.
This practice that some here seem both comfortable with, and non concerned, to me is hysterically insane. It is like installing a new alarm system in ones house, and then having an "open house" inviting all to come in and see how it works. It is like putting new doors with new locks on your house and showing everyone where the extra key outside is.
If Washington had sent Cornwallis his troop count, his troop movements and his capabilities, we might all be speaking with a British accent.
We seem to be in an age of not only voting for the lessor scoundrel, but one of Here's my battle plan, where's yours, and every one's ok with it.

This is new by new means; it has been going on for more years that I remember.  About every four years we prepared for a team of Russians to visit our base and inspect all aircraft capable of carrying a Nuke, they inventoried the nuke storage facilities and counted every bomb and/or missile on hand.  They usually sent a team of 8-10 personnel and we pretty much rolled out the red carpet for them. (Not by choice!)  If I  remember correctly this was a part of the SALT talks that took place in the early eighties under the Reagan adminstration.  which not only provided for the inspection of Military Bases but all Nuke sites.
