M94 16ga

I have my father-in-laws single shot 16ga and have been thinking of using it for turkey/tree rats. But it's nearly impossible to cock the hammer. I am reluctant to take it apart. Could it be old oil "solidfied" or are the hammer springs that heavy. I know it was shot 3-5 boxes of shells a year for over 25 yrs not a lot of shooting but steady until he passed on 5-6 years ago. If the hammer spring is that heavy I wonder how he cocked it with arthuritc hands? Thanks
