they say are French or Dutch and I think are Asian.

Allen is right.  On this one I may have mentioned how hosed-up I thought the mounting was-to me obviously home-brew by a know-nothing who just wanted to display it-nothing wrong with that as long as no one uses it to re-write history.  The tube and wrought-iron swivel mount themselves are original.

is that not an amphipious swivel? Boat hull for water, wheels for land,  even a tiller for steering and aiming.   ;D

Well it isn't necessarily Asian and it is purpose modified. Not all merchant vessels were wooden sailing ships with rails. This one, for probable insurance purpose, was ship board and could easily be rolled on a deck to wherever required. It's called "Field Expediency".  In this clever case, "Sea Expediency".

Tropico sees the value in it as a bonified seafarer himself.

RIP John. While on vacation July 4th 2013 in northern Wisconsin, he was ATVing with family and pulled ahead of everyone and took off at break-neck speed without a helmet. He lost control.....hit a tree....and the tree won.  He died instantly.
