federal brass wont take primer

with the year 98 indicated could this be military brass?  You can tell by looking at the base around the primer hole.  It will have a line around it (crimp).  It is my undestanding that this is to keep the primer from backing out when the ammo is used on a full auto weapon.

If this is the case you can get a crimp remover, some work in the press and re-swage the primer pocket.  Others work like a chamfering tool and cuts it out.  The later is easier to use.

Not sure if this is the problem but it sounds like it..

You have crimped military brass...clean up the primer pockets.

As a quickie, to try a few, your chamfer tool fill do a fair job taking off those crimps
