Uniformly the worst speakers

I've been listening to a lot of policy lectures lately delivered by various experts. The most conspicuous thing is that congressmen, senators, and senior bureaucrats are the least coherent of all, and they can scarecely articulate a simple idea in any reasonable amount of time. They tend to just ramble on without making any points at all.

Yep, the perps ramble on like the lawyers they are.  I once watched the social security actuary talk for two hours on social security.  The guy gave a passable presentation and took questions from his audience.  Never once did the guy explain that there is no money in the SS trust fund;  just ious from government agencies.  The audience that the actuary had did not catch that either.

I believe that's not because of an intentional omission. I believe it's because they are "in the box" thinkers. The box is so small that their entire set of operational axioms come from a set of assumptions that have little to do with the real world.
