You can place a large bait and cut or make trails leading away from the bait.Set you snares in the trails you have made. Most states have regulations about how far traps must be from an exposed bait. You can cover the bait, but by all means--check your states regulations.

I cut trails with my weedeater and have animals using the trails all the time. I haven't set up on any yet as I'm waiting for the fair weather hunters to move out of the area so I can hang snares. Mid to late winter is the best time to use larg bait piles as the food is in limited supply and the animals seem to lose some of the wariness when hunger starts to kick in. Here in Ohio we're not allowed to have exposed baits either, but it doesn't matter if the bait is covered or not as the animals will find the bait eventually. If you're using old deer carusses it is best to either wire them to something or drive a stake through their ribs to keep coyotes from dragging it off. Set your snares or traps on the downwind side as that is the direction that most will come from.
