I've never used a torque wrench for this so don't really know. I can see no way varying the torque on the action screws would make a difference on a properly bedded action. The only change would be in the deformation of the action in the area surrounding the action screw holes. Notice I said 'in a properly bedded action'. If there are bedding problems torque would change many things.. The only action screw that usually does have an effect on accuracy is the middle one(on most 3 screw action). It should be just tight enough to hold the front of the triggerguard securely. If it is overtightened the action will usually spring down and accuracy will go to pot.. Front screw = quite tight and do it first, rear screw = just a bit above snug-do it second, middle screw = just barely snug - do it last.
