TEL AVIV – The Palestinian Authority has been negotiating an understanding with the Obama administration regarding a Palestinian threat to unilaterally ask the United Nations to recognize a Palestinian state outside of negotiations with Israel, WND has learned.

According to a senior PA official, the PA's chief negotiator, Saeb Erekat, headed a team that held a series of meetings the past few weeks with members of the Obama administration in Washington to discuss the U.S. response should the Palestinians bring to the U.N. Security Council a resolution to unilaterally create a Palestinian state.

"The U.S. position is less restrained than it appears in the media," said the PA official, referring to media claims the U.S. would veto any such resolution.

The PA official told WND the Obama administration did not threaten to veto the conceptual unilateral resolution, which had been threatened by the Palestinians last month.

The official also said the U.S. supports the creation of a Palestinian state in the 1967 borders, meaning in the Gaza Strip, West Bank and eastern sections of Jerusalem.

The report follows a WND interview last month with Ahmed Qurei, former PA prime minister and member of the Palestinian Liberation Organization executive committee, who said the PA "reached an understanding with important elements within the (Obama) administration" to possibly bring to the resolution to the U.N. Security Council .

Asked to which "elements" he was referring, Qurei would only say they were from the Obama administration.

A top PA negotiator, speaking on condition of anonymity, named the U.S. ambassador to the U.N., Susan Rice and National Security Council member Samantha Power as among the Obama administration officials who were involved with the Palestinians' U.N. threat.

"The U.S. told us that they prefer a negotiated settlement with Israel, but if we (Palestinians) insist on a resolution, the Americans will not necessarily reject it," the PA negotiator said.

"The U.S. has a history of never before vetoing any U.N. move to create a new state," the negotiator pointed out.

U.S. supporting Palestinian land grab

While the Obama administration has long called for a halt to Jewish construction in eastern Jerusalem, it is "totally supporting" the building of official Palestinian institutions in those same areas as well as the strategic West Bank, a top Palestinian Authority official recently told WND.

The official, speaking on condition of anonymity, confirmed a recent report by Israel's Shabak security services that the PA has been opening official institutions in what are termed areas B and C.

According to the 1993 Oslo Accords, territories defined as area A are entirely administered and controlled by the Palestinians; area B is administered by the PA but controlled by Israel; whereas area C, including eastern Jerusalem, is supposed to be entirely administered and controlled by Israel.

In defiance of the accords, the Palestinians in recent months have opened up official institutions, including PA ministry offices, in area C.

A WND investigation previously determined the U.S. has been aiding the Palestinians in developing infrastructure in eastern Jerusalem, including on property legally owned by Jews.

That development has been unfolding in multiple area C neighborhoods, such as the northern Jerusalem neighborhoods of Kfar Akeb, Qalandiya and Samir Amis, which are close to the Jewish neighborhoods of Neve Yaacov and Pisgat Zeev in Israel's capital. Kfar Akeb, Qalandiya and Samir Amis are located entirely within the Jerusalem municipality.

A tour of the Jerusalem neighborhoods found some surprising developments. Official PA logos and placards abound, including one glaring red street sign at the entrance to the neighborhoods warning Israelis to keep out.

Another official sign, in Kfar Akeb in Jerusalem, reads in English, "Ramallah-Jerusalem Road. This project is a gift form (sic) the American people to the Palestinian people in cooperation with the Palestinian Authority and PECDAR. 2007."

The sign bears the emblems of the American and PA governments and of the U.S. Agency for International Development, or USAID. The displays were not present during a previous WND tour of the neighborhoods in 2006.

Some local schools in the Jerusalem neighborhoods are officially run by the PA – some in conjunction with the U.N. – with many teachers drawing PA salaries. Civil disputes are usually settled not in Israeli courts but by the PA judicial system, although at times Israeli courts are used, depending on the matter.

Councils governed by PA President Mahmoud Abbas' Fatah organization oversee some municipal matters. USAID provides the PA funds for road and infrastructure projects.

Israeli security officials said the local Jerusalem police rarely operate in peripheral eastern Jerusalem Arab neighborhoods. Instead, security has been turned over to the Israel Defense Forces and Border Police, who work almost daily with PA security forces. The PA police operate in the Jerusalem neighborhoods in coordination with Israel.

Shmulik Ben Ruby, spokesman for the Jerusalem police, confirmed the arrangement.

"If there are fights between some local families, sometimes we involve the PA police to make peace between the families," he told WND. "Yes, the PA police can operate in these neighborhoods in coordination with the IDF and Border Police."

Dmitri Ziliani, a spokesman for the Jerusalem section of Fatah, confirmed to WND the Palestinians have set up local command in some neighborhoods of Jerusalem.

"We were covering the best ways to improve our performance on the street and how we can be of service to the community," Ziliani said.

Ziliani said the PA holds regular official meetings in Jerusalem in anticipation of a future Palestinian state encompassing all of eastern Jerusalem.

"Our political program, as Fatah, dictates there will be no Palestinian state if these areas – all of east Jerusalem – are not included," Ziliani told WND.

According to Israeli law, the PA cannot officially meet in Jerusalem. The PA previously maintained a de facto headquarters in Jerusalem, called Orient House, but the building was closed by Israel in 2001 following a series of suicide bombings in Jerusalem. Israel said it had information indicating the House was used to plan and fund terrorism.

Thousands of documents and copies of bank certificates and checks captured by Israel from Orient House – including many documents obtained by WND – showed the offices were used to finance terrorism, including direct payments to the Al Aqsa Martyrs Brigades terror group.

Well, we 'backed' a unilateral declaration of the State of Israel in 1948, or rather Harry Truman and his financial backers did. Old 'Give 'em Hell' Harry didn't bother to wait for the State Department, Congressional treaties, or anybody else, as he had already been bought and paid for, and properly threatened.

Shadowmover:  Over the years Israel has made concessions numerous times.  Every time the Palestinians have rejected them saying the only thing they will accept is the complete removal of the Israelis, and to give all the land to the Palestinians.  The Palestinians are the ones that keep firing missals at Israel, and then when Israel retaliates they are blamed for starting another war.  Everyone ignores the fact that the Palestinians fired missals first.

It's time for it to be over and done with.  Remove the Muslims.

I'm personally tired of people feeling sorry for them, the leadership they chose to represent them admit without reservation they want Israel dead.
Since that is the only thing that would satisfy them....yes, put them on a boat...be done with it.

Feeling sorry for criminal types seems to be a bad habbit these days. I don't understand it.

we shouldn't be involved.  I don't care what israels' "manifest destiny" is- this ain't israel, and our military and economic pull as a nation is not that of israel.  if they want it then they can take it- they've got the strength to do so.  not our business.  truth be told they'd have killed the palestinians a long time ago if the un would just stay out of it.... but they get some breathing room for hamas and the others, plus give them "humanitarian aid" to keep them fighting.  the US and UN should stay out of it.  in biblical times they didn't have the technology to kill each other off, now they do.  let one side get rid of the other- I'll place my bet on israel.

In general the U.S. should stay clear of foreign entanglements. If we were so interested in keeping a smooth flow of oil from Asia Minor, Israel would have been left on their own from the start. The qora'an tells islam to never surrender territory. That includes Israel, Spain, southeastern Europe even secular states like Turkey and  Egypt. All must return to sha'ria law. The territory the palastinians want is all of it, short of that, the conflict remains. Carter persuaded Israel to return territory gained in the '73 Yom Kippor war. obama wants to surrender the '67 conquests, including Jerusalem and the Golan Heights. Christians that beleive in the entire New Testament know the conflict will never end.

Once again...from the start....Israel is a speck on the map, and the entire area around them wants them dead and gone, from the very start, going all the way back to bibical times.  

Yes...Israel needs to steal what they can and survive,  period...no matter what WE feel...they need to survive.  This means being kind of tough, if people can't take it, too bad, I notice the people feeling sorry for these murderous thugs, but I notice they are not in danger themselves...but isn't that the way it always goes.  Put your 2 cents in when your safe, and offer lots of advice.

Palestinians...from the beginning, nobody wanted them...gee I wonder why.  There is no place for murderous thugs to go, nobody wants them close by...this goes back to bibical times as well.  
And furthermore...if the Palestinians wanted to live by me, I'd have to help kill them myself...due to the fact they threaten the existance of anyone they have ever lived close to.  Gee, what a bad attitude I must have...but too bad I guess, I would need to survive as well.

If some people still feel sorry for them, too bad...they are ignorant of the fact some animals and some humans need to be done away with for the safety of others.

History shows us the Palestinians do not want peace, they never did, they live like animals no matter how much money they got from the West, they refuse to build a school, or a road, or have anything for their families, this is not what they are about.  The leaders they choose want death to all, including those who support them...like some on here...go figure.  Now that is ironic...Palestinians want people who support them dead too.  I have to laugh at their supporters....and laugh loudly I do.  

If Israel had a way of taking all the vast area of the map around them and calling it their own, I would support them.  They best take what they can take....because when everyone since the bibical times publically says they want you dead....you best fight like h#ll, or you will not exist at all.  What we think does not matter in the least...it's about basic survival for Israel, and always has been.

Historically...the entire vast area around Israel says they want Israel them dead and gone....publically stated many times, over many, many years.

What else does anyone have to know?????  Why beat a dead horse. Israel can listen to the ones who support Palestinians and die....or they can survive.

        I don't give a dam if Israel dies, they have been more trouble than they were worth for sixty years. The last straw for me was when the SOBs attacked the USS Liberty and spy on us all the time. They are no friend of ours, they are just using us!

Sourdough, Indeed. Even if Israel were to literally give up everything, there would be NO resolution of conflict. Muslim attitude is to destroy all Jews, and any country that will not accept Islam as the belief system. We are so ignorant in our political correctness to be blind to fundamental Muslim ideological plans to destroy all that is not Muslim. How many times does that have to be said. They are telling the world what they believe and plan to do eventually. This is not really about Israel. This is THE test of the resolve of the rest of non-muslim Nations. Geez... if Israel is destroyed, get ready for the fight of your lives, because Muslim's will be emboldened to take on the rest of the world. They are just biding their time and planting their roots.

Then after ww2 the U.S., Britain and France.created the state of Israel and gave it back to them, displacing a bunch of Arabs who the Arabs agreed to welcome into their countries. Simple plan that just does not seem to be working.Something about people whining about being displaced from were their family had been living for a thousand years. Works about as good as it would if the U.S. were to gather up all the Cherokees in Oklahoma, and say you can have your native ground back we will just move the people now living in north and south Carolina, Virginia and Tenn somewhere else.  After all the great spirit gave that ground to the Cherokee. The real problem in the mid-east has just started and your news is not telling you that Iran has invaded Iraq and seized some oil wells. Russia is thready bound to side with Iran and we are treaty bound and already at war protecting  Iraq, Armageddon anyone?

yeah, most of the US military is already concentrated in the east... Iran/Iraq are having issues, plus it's an Iranian test of Obama- and we know Obama is a sap.  so now all the occupational issues in Iraq will be forgotten since Iran is gonna go ape.  I think they're gonna destabilize israel with their pawns too, get the US involvement to grow.  that'll REALLY get the M.E. going nuts.  I don't know about WW3 but there are going to be a lot of red sand dunes if Iran doesn't back off soon.

i noticed where iran did seize oilwells in iraq...like i have said before their gonna keep pushing and israel and or the us is going to slap them down hard. the ruskies threaten to enter into one of the arab israeli wars and the us went on full nuke alert....then they backed down. that was when russia was indeed a power to fear. now they are only a shell of their former military might.

they will not send in troops in support of iran and soon very soon iran will be attacked.

This is what I think too.  They are evidently left out in the cold due to their own attitudes, far back as I can remember.

I also am not saying we need to fight Israel's battles either...if they survive it should be on their own.  But I'm not going to feel sorry for the Palestinians either if they get themselves blown away.  Israel can defend themselves any way they see fit far as I'm concerned.  I personally think if it comes down to it, they will do what they need to do.

I realize Israel has it's faults as well TM7....don't they all....including our own country which does highly questionable things as far back as I can remember.

There is no easy way...survival of the strongest is how it works out in the end.
