Yes, Freedom Group ultimately owns H&R. The management hierarchy in this particular line (Freedom Group owns many other assets), is apparently Freedom Group > Remington > Marlin > H&R. Freedom would likely not exercise day-to-day management over any of the operational units, however. My guess is H&R people make most of their own tactical operational decisions. Strategic operational decisions are likely Rem/Marlin/H&R acting in concert, so that their product lines mesh as well as possible, with oversite from Freedom. Each business "chief", who will have more operational experience with the product than anyone at Freedom, is still going to be answerable up the chain, particularly for financial decisions and results, ultimately to someone at Freedom. But that's just my guess at how their org chart is set up...influenced by a 35 year career in a large, multi-line corporation.
