Can't Get 338 Encore Action to Lock Up

Hi,
OK fellows here is the situation. Brand new 338 win mag Encore prohunter barrel. Brand new sized with RCBS dies 338 win mag brass. Dies were bought with barrel (used) and had smaller caliber expander ball when purchased. We recieved a new 338 expander ball from RCBS and it has been installed.I mention this because it seems very odd to me. However even with expander assembly removed, sizer die will not resize enough for action to close. Trying to get proper head space. Even when ran full length into sizer (yes it is fl sizer) action will not close and lock. Locks easily with no round in chamber. If we keep closing sharply til it locks, hammer will not cock. We do not have factory loaded ammo to see if it works. Any suggestions will be appreciated?

I have never loaded for a magnum caliber before and this is my first attempt with an Encore. I have been loading for 25 years for a Contender.

    are you just trying to fit re sized brass if so make sure the brass is trimmed to proper length after re size. some other  solutions would be to make sure the primer is seated to full depth and your C.O.L. is not too long if you have been reloading this long I hope you already checked this remember even new brass has to be trimmed and resized.

Hi,
 Thanks for the input. Cases have all been sized in full length sizer as far as possible (Sizer die 1/4 turn past contact with shell holder). Alll have been trimmed to proper length. No primers are in cases. Just trying to get headspace correct before going any further. Action closes and hammer cocks with no case in it. Insert fully sized, trimmed case and action will not even lock up. HELP

If you take it down, remove the barrel and extractor, how much do the resized cases stick out of the chamber? How much clearance is there between the barrel face and the firing pin bushing with empty chamber and the action closed? (with or without extractor). If the cases stick out equal to or more than the clearance, then it's the cases or the recess for the belt at the rear of the chamber. If the cartridge belt is hitting the chamber cut out for it (like the headspace-on-the-belt guys say) and the case is sticking out too far, then no amount of screwing down the resizing die will help. Then you are faced with needing barrel alterations or firing pin bushing alterations - or maybe a new lot of brass. Sometimes tolerances stack up in our favor, sometimes not. Sounds like yours are stacked toward the tight side.

You might try smoking that brass for it's whole length with a candle, and closing the action with standard force as far as it will go. That could show if you're hitting on the belt or shoulder. I'm hoping when you say it won't close you are working just with the brass and not loaded rounds :) I'm pretty sure I read that in your posts. Let us know what you find out.

 Thanks . You are correct. The belt is hitting the recess and sticking out to far. We took it to a local dealer and tried several different lots and brands of cases. All stuck out to far past the back of the barrel. We are now packaging it up to send back to TC. It has never been fired so we are going to let them handle it..
