Parker-Hale 1858 sight question

I have Parker-Hale 1858 rifle musket and the insert (I think that's what it's called) on the ladder keeps coming loose. Is there a spring missing or is something else wrong? That tiny screw is a royal pain to tighten.

No, there ain't no spring in that thing.
 Bout' the only thing that you could do is get the area really clean/free of all oils. Then once you have it in the position you want put a drop of clear fingernail polish where it slides.
That should give enough resistance to hold it in place, yet can still be removed with acetone..
Ya might have'ta experiment a little to get what ya want, But the fingernail polish is better than some perminate epoxy or cetyl acetate type adhesive.
