17HMR Sportster accuracy revisited

I have a 17 Sportster/3x9/40Bushnell scope off another gun that shot well with it and I can't get this thing to shoot under 2-3 inches with any ammo( tried 17 gr ans 20 gr HPs from multiple companies).  I've cleaned & JB'ed the bore, shooting off sandbags, done it all that has served me well for decades! I gave up on the 17HMR as a POS.
Wife got me a Savage 17HMR w/thumbhole stock she thought was cute, Heavy barrel like the Sportster and all.  It shoots .5 groups @ 100 yds w/ Hornady 20gr, HPs, slightly more w/ 17 gr. Tipped rds, but still well under and inch!
Any suggestions on what to do to help the H&R? For sale cheap? It is a better "knock-around " gun than the Savage, but I'd like to be able o hit something  better than minute of Pie Plate @ 100 yds. Suggestions?

My 17HMR Sportster was so-so accurate out of the box. I looked at the FAQ's and did some
of the things in there to my Sportster including a trigger job. I also switched out the plastic
furniture for a pallet wood Monte Carlo set. I bedded the forend with RTV. I had a 3-9 scope
from one of my other rifles on it with some crummy rings that weren't holding well. I switched
that setup for a set of medium Burris Zee Signature rings and a Mueller APV scope. Right now
it will shoot sub dime sized 50 yard groups all day long and 1 inch 100 yard groups if the wind
is cooperating. I also have a 17M2 barrel for it that shoots just about the same. I love this gun!

Removing the scope rail and bedding it and reattaching it has helped me on more than one Handi.  Plus for the .17HMR the "O" ring helped.  It did not help my .22Mag.

I would try all the FAQ suggestions for accuracy before you give up completely on it,  you might have got one thats a bit more finiky then most. Mine has done better then 1 " groups out of the box and i haven't done anything but shoot it since, its one of my favourite guns.
