How long is the barrel?

I am getting ready to cut and crown one of my barrels to make a compact dense woods gun.   I would like the barrel to be a legal (rifle) length of 16.5 inches.   Do I measure from where the breechface breaks open or do I have to measure from where the rifling starts?.  Obviously the chamber length will vary from caliber to caliber.  Thanks for your collective wisdom.

I have heard that you stick a cleaning rod down the pipe with the action closed. Mark, pull and measure. Always leave extra in case you ding the muzzle and need to cut back.

Thanks for the advice everyone.   I definately will leave the barrel a "little" long for that margin of error I may need on this first cutdown job.  I will post a pic when finished.

This is the right way to do it.  It is the way responses from the ATF have detailed.
