If the federal treasury were flush, the Census ads would be senseless.  With the treasury in debt up to our eyebrows, these TV ads are outrageous.  They cost money--ya know.

Census is also used for headcounts for your right to be represented in the House and Senate.  You are only shooting yourself in the foot if you don't do it but do what you want.

the census is required for apportionment to the house, but today the census is primarily for distribution of funds since it includes those who cannot vote and are not citizens (i.e. underage, temporary visa, illegal). one estimate is that it now costs $3 per person to conduct the census, so over $1Bn, and that number did not factor in the current advertising campaign. The strategy of this census is not apportionment, but distribution of funds, which is why its being managed out of the white house this time around. And of course the opportunity for gerrymandering.

Since the number of members of the lower house of Congress has been fixed for about 100 years, we need to get rid of the myth of the census being for anything close to apportionment of representatives.  Then each member on average represented about 212,000 citizens in (I think) 45 states.  Now, if we estimate our population at 310,000,000 we have each representing about 712,500 in 50 state.  It is time to force the House of Representatives to give up some of their supposed 'prestige' and increase their numbers.  Might even save money in the long run - smaller districts and constituancies would mean that they needed fewer offices and staff.

My only point was that advertising for the Census is a waste of money.  If people don't understand the reasons for it, some stupid ad on TV isn't going to make the difference.
