My new to me Ruger Bisly Blackhawk 45 colt cylinder throat pins .4545". 
Do I have any options other than
1= Buy .454" bullets. {Will they be tight in the barrel?}
2= Have the cylinder replaced at a custome shop. {$$$$}

Dosent shoot real bad but it isnt as good as I will be satisfied with.

You could contact Ruger for a cylinder replacement. My newer Rugers tend to run tight rather than large and have been reamed.

I would shoot it frst before you get to worried . who knows it could shoot great. If it does not shoot good talk to ruger they will take care of you

I would slug the barrel to see what the bore diameter is. More than likely its under the .4545" of the throats, but it would be good to know before sending the cylinder in.

You may find your barrel slugs near .454 - if so, it's a good day for you. Load .454 and watch the targets fall. .454 might cast .455 which would also work for you. Check your barrel before you get too concerned. You may have a match, just not at the "new" diameter, but at the "old" diameter. You will have to make sure you have .454 loading dies, not .452 - good luck and keep us tuned in.

     Yep...agree with above answers.  I have several Ruger 45's, new and old, and all mine have the opposite problem.  Yours may be a true find.

What is the best way to "Slug the barrel" ? I read somewhere that  pushing a soft led bullet trough would be the way.
