NEF Accessory Barrel Program-shipping questions

Was wondering how they(NEF/Remington) can legally ship your rifle or shotgun receiver BACK to you if you are NOT an FFL holder???     The USPS policy is that you can send w/o FFL to anyone legal in your own state w/o FFL, or that you(w/o FFL) can ship to someone in another state that holds a FFL...............UPS says shipping must be FFL to FFL....why does this have to be so confusing?

my avatar pic is my 1960 Rambler I bought in 1972 for $175..6 banger 3-on-the-tree...drove it for 5 yrs  22mpg.. was "hot-rodding" (LOL) one night...tore out 1st/reverse gear. Drove it that way for 2 yrs(with no reverse and only 2nd and high)  Had to really plan ahead when parking.

Shipping must be to an FFL IF there's a change in ownership, but you already own the rifle you sent to H&R.

Right, it goes under the heading of "Repair", so the is no need to "transfer" ownership.

It's like bringing it to a gunsmith, he hasta record that he got it from you, and gives it back to you, but there is no change of the owners name.
