According to 'The Legacy of Lever Guns' Winter 2000, 1942 started at 1,287,469 and produced 29,981 making #1,317,450 the last of 1942 - your #132xxxx is 3,000 or so higher; my guess would be '43 or possibly '44, unless Winchester ceased all civilian production for the war years. Starting in 1949 at 1,500,001 is a clean break in numbers and probably meaningless in trying to interpolate where your piece fits in the puzzle.
You could request a letter from Cody, Wy and maybe they've dug up some further info on these "lost years".

30WCF is the "official designation" given by Winchester at origin. 30-30 was used around 1915 by Marlin. Catalogs of the period show Remington probably first coined the term 30-30 around 1901. (same source as above)
