They already do. Consider that your state driver's license has a magnetic strip on it, and any officer can swipe it thru his on board computer, and find out every thing about you. They just haven't installed check points throughout the country yet. But they will. When you get your license renewed they already in Texas, check your finger prints on the scanner, and record the data on your new license, along with all you physical stats, home address, everything. It will be no trouble to load more info on the strip. This state drivers' license can be read by any patrol car mounted computer in the country.
Has no one noticed the fatigue type uniforms, and high and tight hair cuts worn by many law enforcement personnel that are becoming more and more prevalent over the last 10 years or so? Check your local L.E. agencies and look at the grants the government has given them, ranging in large amounts of money, vehicles, and equipment including weapons. Many officers love the stuff, and have never connected the dots. Some have and are concerned, and some would shoot you in a minute if so ordered.
There are just as many in the military branches that could swing either way if so ordered, concerning American civilians. It will be a crap shoot.
