My sportsman needs a new hand and the timing adjusted. Does anyone know of a gunsmith that can do this properly?

Just got my Sportsman back from a gentleman, I had replaced the hand, but, cylinder would not rotate. It took him a few months to finally work on it, but he did an excellent job fitting the hand, and was reasonably priced. Charged me for 3 hours labor for a total of $ 60 bucks, functions great now.
Was a nice change, as he was the third " gunsmith" to have the revolver. The first 2 both had it several months, and finally told me they didn't want to work on it.
He is located in nebraska.
