Anyway TNel...didn't we have to announce to the major players all along when we were launching tests rockets into the Big Blue,,,lest they think they were being surprised attacked..?  Has PRNK announced their rocket tests....and has Iran..?

TM7, to answer your questions in order: No, no and no. Obama is changing the first one to yes in the hopes that the other 2 will play along. Works great in child psychology maybe but not with sovereign nuclear powers.
