russ, this is very possible, and common, and the reason that many have complained and given the lever action a bad name. I have a Winchester 94 3030 that I have had for 52 years. For years the groups were erratic as the magazine emptied. One day I called another gunsmith, and while he and I talked I was tearing the rifle down. What he and I found was the screw holding the barrel band in the forearm was touching the barrel, and also BINDING against the magazine tube. In 1958 the assembler had cut the notch slightly off on the barrel for the screw to pas thru, and as the barrel heated up, and or, as the magazine tube emptied out, it changed the harmonics of the barrel. Once this was corrected, I with the aid of an aperture sight can hit the bottom of a 12 ounce soda can at 250 yards using a tang aperture rear sight, and post front. By the way. The bottom of a 12 oz. soda can is just about 2" across.
SO! Make sure the forearm stock is not binding against the barrel, the retaining screw for the barrel band is not touching the barrel, and or cap on the forearm, and that the front screw on the magazine that screws into the front of the barrel is not binding, which pits the barrel against the magazine tube. To a point, the magazine should fit almost loosely in to the rifle.
