Where is it and what is it??

Got a couple photos of this cannon yesterday.  Not sure what it really is.  Of course in my travels I still did NOT have the required mty powder can for scale.  These photos taken about noon time and temps were right at 96 degrees with humidity to match.  Way too blasted hot for this old Colorado guy to fiddle around taking but a couple pictures.

A really WAG, it's in front of a VFW hall in Hays KS.
I may not be completely sane, but at least I don't think I have the power to influence the weather.

     It's a Model 1861 Ordnance Rifle which has been converted to a sliding-block breech loader and mounted on a naval cone mount.  We studied one of these tubes in the Waterveliet Arsenal Museum in New York.  The breech end looked just like this one without the welded demil pieces that were added.

There is one of these on the east end of Long Island N.Y. at an American Legion post also.

I don't know how Jeeper1 knew the location answer, but you're giving pretty good clues on the addresses of your saved photos. For instance, on these pics of a 3-inch ordnance rifle signal gun conversion, VFWHAYS is in the address.
RIP John. While on vacation July 4th 2013 in northern Wisconsin, he was ATVing with family and pulled ahead of everyone and took off at break-neck speed without a helmet. He lost control.....hit a tree....and the tree won.  He died instantly.

When I went to copy the first picture so I can see it better the file name said "VFW Hays 002".  The only Hays I've ever heard of was in Kansas so I took a guess.
