Is there a scope base out there for the Handi that lets you see the sights with the scope removed?

A modified Weaver #62 is a lot lower (thinner), it would be the best candidate. See Lower scope rail in the FAQs.

No matter what base you use you will need a very high front and rear to get there. Another option is to dovetail into the front of the scope base a low blade, but it will be awfully close to your eye, which may or may not work for you. Then you will need a very tall front to match. A Williams ramp may get you there.
Ive begun wondering about fitting a Ruger No.1 rib with sight to an H&R. Anybody been there?
