So what made our carrots tough?

Tough carrots. Edible, but pretty durn hard. Been using them for V8, but not to eat raw.
Anybody overcome this kind of problem?

Yep. If they were just a little bit smart, they wouldn't have to be near as tough.

2 things I can think of. Did you let them get to big before you pulled them? Or, not enough water? gypsyman

Pulled 'em all at once; different sizes. They didn't get dry, but might have benefitted from more water since they were on the far end of the garden with a corn row partly blocking the sprinkler.
Also had a lot of foxtail  in there getting more than it's share. (Or since its a garden, maybe I should say, "Egyptian millet".)    ;)
