240 hawk?

i was reading a magazine today and came across a reference about the 240 Hawk by Z-hat and as a avid coyote hunter this sounded interesting to me can anyone give me particulars on this cartridge (what it's based on I assume the 30-06, velocity, availability of dies, etc.)
