IG....read the last paragraph of your link...it says the rest of the world pretty much votes against us, too. Its the USA against the world for some reason(s).
Saddlebum...agreed, there's no real accounting for this aid and who's hands it falls into, BUT this so-called foreign aid is also 'aid' to domestic industries at the same time; probably off-shored industries, too.
If such aid was given to our own people who probably could use some aid along about now...it would be called welfare...that concept doesn't float well.

It is abundantly clear by now, that you consider the US to be almost always wrong. However, most here I believe...think that even with it's "warts" the US has historically, been right more often than others at the UN. That is until recently, with this latest administration...but we are likely to start a turn around, come November. Let's not stop there...
All the more reason millions of us say" Get the US out of the UN, and the UN out of the US".
