What is the best thing to removed dried loc-tite after a base is removed?  I pealed the largest sections off but some remains that I can't get to.

Try gentle heat from hair dryer or a small tipped soldering iron applied directly to the compound.  A light rubbing with acetone or alcohol should clean up the residue.  Careful of stock finish!
