Scope Bases on Handy's

My son just ordered a 35 Whelen and i was wondering if the screws on the bases that come with Handy's are lock tighted in position ? Also can someone suggest a good 4X scope for this  gun in the $100 range.

If my experience is any indication, they're not loc-tited in place and you might want to double-check them before you mount the scope.

Every one I've bought new has had thread locker on the scope mount screws, that's about 2 dozen between new rifles and accessory barrels, the reason I know is because I always remove the mount and lap it to the barrel and remount it with torx head screws, see the FAQs for details. But there have been a few reported without thread locker.
