There's already been a thread about this.  It's a bill introduced by an obscure congressman (I think from Pennsylvania) and has no other backers aside from it's author.  Many such bills are introduced each year and die in committee, just as this one appears to be doing.  It's not a worry item yet - doesn't even look like it'll be going up for a vote at all.
