That doesn't make sense. If that were the case why wouldn't TC offer a their barrel as a smoothbore?
You are correct. To be legal, a smoothbore has to have 18" minimum barrel regardless of what kind of stock it has. The rifling in the T/C, Judge, etc. is what makes it legal. Now maybe this individual paid the tax and got the ATF stamp for an AOW (any other weapon).
