Sighting Help

I lucked into Tracker I barrel (20 gauge) awhile back; locks up fine on an old Topper I had. Only I'm having a problem with sighting it.  Last week I had a chance to do some shooting - starting at 25 yards it grouped fine but even with the rear sight tightened all the down it still shoots 6+ inches low.  What about filing down the the front blade slightly?  Any ideas?

 Adjust your rear sight up, this will make you raise the front sight to match. ;)

Am I thinking wrong, doesn't lowering the rear site raise the POI?  I let the screw out all the way.  The rear site is tensioned by a spring so that moved the rear up as far as it would go.  Didn't seem to move the point of impact a bit.  Tightening the screw all the way down didn't cause things to change either.

You adjust the REAR sight in the direction you WANT the bullet to go. ie, want your point of impact up, raise the rear sight.
