Powder valley & the usual mail order outlets. I don't think the haz-mat charge is that much when you factor in your travel & time. That's if you don't have it at a decent price in your travels. It stores rather well, maybe buy 2 or 3 at a time if you do mail order.

I bought mine at Beikirch's in Rochester, NY. $28

Read all info at Blackhorn 209 website, it won't work with all breech plugs. Ues CCI M or Federal 209A magnum primers for best results.

try gamaliel shooting supply, they ship anywhere in the country. or you can pick up at their store if your close to kentucky, the last price i saw on it a few weeks ago was $28.00 a can.but i talked to the guy up front and he said for people ordering or buying several cans they will give a discount.

The haz mat fees really run the cost up. If you can buy several cans the haz mat fee can be divided. Don't forget to add primers to the order also

Go to Blackhorn's website.  They have a state search function.  Hopefully you can avoid those hazmat fees.  I know here in So. Cal there is only one place to buy it, Bass Pro Shop.
