Something you may want to do at this point is to take a Sharpe marker and color the bullet , as well as the shoulder area of a loaded cartridge , then chamber it , now check to see if any of the marker is rubbed off .

This will tell you 2 things , one is that you may have the bullet into the lands ( maybe short chambered ) and two , you may have a slight headspace issue were the shoulder needs set back slightly .

Did you load the same bullet they listed in there load data ??  Boat tails can be a little longer.
If you can load an empty case the shoulder is not to far out, could be to far in but if it loads it does not have to be bumped back.
I would have checked that the rounds were flush with the back of the chamber before I just snapped it closed.
Your OAL you say was 2.375 and after closing the action they were 2.368. Simple math tells you that the bullet was pushed back in the case .007 --I'll bet more than that.
Why on earth would you want to load even longer at 2.382 you have a .007 jam as it is.
  Some
something had to push that bullet into the case, unless I am reading this all wrong.

I am thinking along the same lines as gray-wolf.  If the rifling pushed the bullet into the case to 2.368", I would want about 0.010" clearance.  Load to 2.358-2.350.

Also check to see that your cases are trimmed to the propper length.

You are learning that every chamber is mystery unto itself.

I`m not really sure what the problem is, so I`ll run you through my check system. First size a case and then try to chamber the empty case. That will let you know if the case is your problem. If it`s not the case you should simply just have to seat the bullet deeper. I don`t have a 7 BR, but after checking my 6 BR that COL seem to long. There don`t seem that there would be much bullet in the case. If you case chambers ok I would recomand you just seat the bullet deeper untill it chambers.
