switched to varget for my .223,loaded some and noticed it was closer to the neck of the shell than winchester 748(26.0).(25.7 grains on the varget)is this normal?

I have not compared the two powders you mentioned but different powders have different densities. So, yes it is possible for one to weigh less and fill the case more.
