How much would it cost for a gunsmith to turn my .38 special into a .357mag??

Probably more than the cost of buying a 357 Magnum.

Specifically, what revolver are you considering for this?

most 38 special revolvers may not handle the higher pressures that the 357 mag generates.

I really want a Ruger Service Six.
I have found more .38s than .357s for less than 300.00

It should be cheap and easy. If you are skilled, you could get your own chamber reamer. However don't do it. Very unwise. If you reload, you can pump the 38s a bit in a quality gun.
