I rather doubt that, because there was no pre-vote release of copies. Remember, the conservatives were for all practical purposes, locked out of the bill writing process by the dictatorial Democrat congress and the Dems held their copies so secretive as to keep conservatives from discovering the many egregious flaws and raising honest objections... before the Dem majority could ram it through.
Those in the know say the judge is right about those flaws and the Democrats DID vote it through so they could at last
"find out what's in it".
